Job Purpose and Organizational Context:
UNDP has actively partnered with the Maldives for over 45 years, providing essential technical assistance and policy advisory services. As the Government pursues the Sustainable Development Goals (SDGs), UNDP collaborates with development partners, financial institutions, the private sector, and civil society. This collaboration helps define its program priorities through the Country Programme, which aligns with the Maldives’ five-year Strategic Action Plan. Following the government transition in 2023, UNDP now supports the formulation of this plan.
During the current Country Programme cycle from 2022 to 2026, UNDP has shifted its focus to three key pillars, which are backed by diverse funding sources, including government finance and international donors. First, the Integrated Governance Programme emphasizes justice sector reform, decentralization, and local governance. It encourages participation from youth, women, and people with disabilities. Second, the programme promotes resilience and climate action to address environmental challenges. Third, it develops financial strategies for the SDGs to combat inequality and poverty while enhancing resilience against crises.
Within the Country Office, the Programme team plays a crucial role in developing and overseeing UNDP projects. They ensure these projects meet quality standards aligned with the Strategic Action Plan. Additionally, the team provides high-level advice and advocates for UNDP’s corporate messages. They also engage various partners, including government agencies and civil society organizations. Importantly, they supervise the effective implementation of the country programme and contribute to the UN cooperation framework. Moreover, they participate in strategic planning and results monitoring while ensuring adherence to quality principles according to UNDP policies throughout the programming cycle. By fostering strategic partnerships, the Programme team not only aids in resource mobilization but also identifies new cooperation opportunities, ensuring effective collaboration with development partners, UN agencies, and financial institutions.
Position Purpose:
The Programme Analyst supports climate change programming under the guidance of the Deputy Resident Representative and the Programme Specialist for Climate Change. He or she collaborates with various policy and programme teams, as well as the Operations Team, to ensure a unified UNDP programme. Additionally, effective cross-cutting coordination with the Country Office and experts is crucial for enhancing the impact of development interventions.
In this role, the Programme Analyst aids in policy development, capacity building, and strategic planning for new programme areas. He or she ensures alignment with the Country Programme Document (CPD) priorities while promoting strategic partnerships and resource mobilization to expand the country portfolio. Furthermore, the Programme Analyst develops innovative solutions and oversees compliance with vertical funds’ management to strengthen partnerships and resource mobilization efforts.
Moreover, the Programme Analyst guarantees effective oversight of programme and portfolio management, accountability, and the achievement of CPD results within the designated outcome. The incumbent works closely with the Bangkok Regional Hub, UNDP HQ, and staff from other UN agencies, along with national partners from the government, civil society, and donors through both multilateral and bilateral arrangements.
UNDP employs a portfolio approach to adapt to changing business needs and leverage connections across interventions to meet strategic goals. Thus, UNDP personnel are expected to collaborate across units, functions, teams, and projects within multidisciplinary teams to enhance horizontal collaboration.
Duties and Responsibilities:
The Programme Analyst actively contributes to implementing programme strategies and managing the country programme focused on climate change. He or she achieves key results through the following tasks:
Programme Coordination and Design
- Coordinate Programme Design: The Analyst coordinates programme design with partners and UN agencies. This ensures a clear Theory of Change and results framework for reporting.
- Facilitate Strategic Cooperation: The Analyst aligns UNDP’s goals with country needs and operationalizes the CPD with the government.
- Integrate Gender Mainstreaming: He or she integrates women’s empowerment into all programmes, ensuring compliance with commitments.
- Apply Results-Based Management: Thus, the Analyst guides the use of results-based management tools and ensures high-quality reporting.
- Manage the Pipeline: The Analyst oversees the pipeline management system and takes actions to accelerate delivery.
Research, Monitoring, and Innovation
- Conduct Research and Analysis: The Analyst researches the political, social, and economic landscape, preparing the Common Country Assessment (CCA) and revising project documents.
- Promote Innovation: He or she identifies and promotes innovative solutions to enhance results.
- Develop Climate Finance Strategy: Additionally, the Analyst contributes to the climate finance strategy by conducting a stakeholder analysis.
- Conduct Sector Mapping: The Analyst performs sector mapping to inform financing priorities for climate, water, and energy, helping to develop a green project pipeline.
- Monitor and Adjust: The Analyst monitors programme results and adjusts activities as needed to inform policy work.

- Annual Work Planning: Additionally, he facilitates annual work planning, monitoring, evaluation, and reporting, including budget revisions and documentation approvals.
