For this project, UNEP is partnering with the Government of Mozambique to develop a comprehensive climate adaptation proposal supported by the Green Climate Fund (GCF). The program addresses severe climate impacts like floods, cyclones, and droughts affecting vulnerable communities.

Duties and Responsibilities
As a Climate Finance Expert, you will collaborate closely with UNEP’s Climate Change Division to:
Unlock Private Sector Finance
- Assess economic benefits of ecosystem-based approaches.
- Evaluate the feasibility of replicating financing models like the Restoration Insurance Service Company (RISCO).
Develop Sustainable Financing Models
- Identify strategies to integrate private sector funding into mangrove restoration and coastal resilience projects.
- Explore the potential for innovative mechanisms such as Mangrove Trust Funds.
Strengthen Smallholder Farmers’ Climate Resilience
- Design agricultural insurance products for smallholder farmers to address climate risks.
- Assess partnerships with existing programs, such as the R4 Rural Resilience Initiative.
Establish Revolving Funds
- Create grant mechanisms for community-based climate-resilient economic activities.
- Develop criteria and decision-making processes for beneficiary selection.

Deliverables
- Inception Report: A clear work plan, methodology, and stakeholder engagement strategy.
- Scoping Report: Recommendations for unlocking private sector finance for ecosystem-based adaptation (EbA).
- Sustainability Strategy: Long-term funding solutions for climate adaptation and mangrove restoration projects.
Qualifications and Special Skills
Required:
- Master’s Degree in business administration, economics, or related fields.
- Minimum 5 years of experience in climate change adaptation projects.
Desirable:
- Experience with government planning processes.
- Knowledge of financing models for agriculture and smallholder farmers.
- Experience collaborating with private sector investors for blended finance approaches.
Fluency in spoken and written English is essential.
