Job Description : Join the United Nations Environment Programme as a Finance and Budget Officer (Nairobi, P-3 Level)
As the Finance and Budget Officer, you’ll join the Mitigation Branch of the Global Environment Facility (GEF) Climate Mitigation Unit. Reporting to the Administrative Officer and Chief of Programme Management, you’ll oversee financial and administrative processes for major environmental projects. Your work will ensure that UNEP’s global initiatives align with the organization’s financial regulations and climate goals.
Key Responsibilities
Project Documentation
- Draft, review, and manage project proposals and revisions in line with GEF and UNEP guidelines.
- Collaborate with Programme Officers to ensure project coherence and adherence to budget requirements.
- Oversee correspondence with external collaborators and clear project documents for internal and external approval.
Resource Monitoring
- Certify availability of project funds and request disbursements.
- Monitor financial and progress reports from partners, resolve discrepancies, and maintain records of fund usage.
- Identify resource shortfalls and advise on corrective actions, including requests for additional funding.
Resource Reporting
- Provide financial reports for GEF Council meetings, internal audits, and senior management briefings.
- Prepare financial statements and respond to queries on the use of project funds.
Budget and Policy Evaluation
- Analyze project proposals for financial feasibility and policy consistency.
- Draft agreements with implementing partners and address any reporting anomalies.
General Administration
- Ensure compliance with UN financial regulations for disbursements and obligations.
- Act as a backup for other Finance Officers and support fund disbursement activities during meetings.
Qualifications
Educational Background
- Advanced university degree (Master’s or equivalent) in financial management, accounting, public administration, or related fields.
- A first-level degree (Bachelor’s) with two additional years of relevant work experience may be considered.
- Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), or equivalent is required.
Experience
- A minimum of five years of experience in financial and administrative management, including three years in large public or private international organizations.
- Experience with Enterprise Resource Planning (ERP) systems like SAP is essential.
- Familiarity with UN systems, IPSAS standards, and auditing practices is highly desirable.
- At least two years of experience in data analytics or related fields is preferred.
Skills
- Strong analytical abilities, especially in financial reporting and resource planning.
- Excellent organizational skills to handle competing priorities efficiently.
- Effective team player with exceptional communication and collaboration capabilities.
Language Requirements
- Fluency in English is required. Knowledge of another UN official language is an advantage.
