Job Description

The Finance Assistant Job Context

The successful candidate will work under the overall supervision of the Chief of Mission and the direct supervision of the National Head of Resource Management. Collaborating with relevant Project Managers, you will ensure the efficient implementation of resource management processes for self-payer programs, including Migration Services to Australia, community support programs approved by Australia, the Humanitarian Entrants Programs, and the No-Interest Loan Scheme.

Responsibilities of the Finance Assistant

  1. Process Operational Payments: You will facilitate the processing of operational payments by preparing requests, verifying supporting documentation, monitoring approval flows, and communicating approvals according to standard operating procedures.
  2. Verify Payments: Ensure that payments received into the IOM bank account through CommBiz and BPoint payment platforms are accurate.
  3. Monitor Credit Card Balances: Keep track of operational credit card balances, recommend appropriate card limits based on trends, and prepare requests for timely replenishment as needed.
  4. Input Financial Data: Verify and input financial and related data into IOM financial management systems and case management databases within established timeframes to support project implementation.
  5. Extract Financial Reports: Generate monthly financial reports and assist project managers in reviewing the accuracy and completeness of project report data.
  6. Distribute Loan Balance Reports: Facilitate the generation and distribution of monthly loan balance reports to beneficiaries and supporters according to standard operating procedures.
  7. Act as Focal Point: Serve as the Focal Point for self-payers travel programs, providing advice and guidance to overseas Country Offices on consumption and reconciliation.
  8. Additional Tasks: Perform any other tasks as assigned.

Qualifications Expected from the Finance Assistant

Education

Candidates must possess either a high school diploma coupled with four years of relevant experience or a bachelor’s degree in business administration, Accounting, Finance, or a related field along with two years of pertinent professional experience.

Experience

  • Demonstrated experience in financial administration.
  • Proven track record of providing administrative support.
  • Familiarity with an Enterprise Resource Planning (ERP) system is advantageous.
  • Previous work experience with international humanitarian organizations or government institutions in a multicultural setting is also a plus.

Skills

The Finance Assistant must be:

  • Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, E-mail, and Outlook, along with strong computer literacy skills.
  • Excellent organizational and time management abilities, with a capacity to deliver under tight deadlines.
  • Strong attention to detail and analytical skills, combined with a patient attitude and a willingness to learn new concepts.
  • Knowledge of IOM or UN internal procurement and financial rules, along with relevant ERP components, is an advantage.
