Governance and National Planning Job Purpose and Organizational Context

The Human Resources Associate (HRA) in the GSSC-HR Unit ensures transparency, accuracy, and compliance with Staff Rules, Regulations, and UNDP HR policies. In this role, the HRA advises internal and external clients, as well as managers, on benefits, entitlements, and HR policies.

Additionally, the HRA promotes a collaborative and client-oriented approach. This includes sharing knowledge and best practices, conducting training courses, and offering coaching sessions. The HRA interacts directly with International Professional and General Service staff of UNDP, sister UN Agency personnel, and interns worldwide.

The HRA also collaborates with other UNDP units, such as OHR and OFM in BMS, and works with Executive Officers and local HR Associates in global UNDP and other UN entities, including UN Payroll and UN Insurance. Ultimately, the HRA shares responsibility for achieving the agreed GSSC-HR work plan deliverables, supporting the overall HR Strategy.

Additionally, experts who wish to provide training consultancy services in their areas of expertise will be regarded as both experts and trainers in related fields. After joining a thematic roster, applicants will need to share information about their training background and complete a competency-based test to showcase their knowledge in adult learning.

Organizational Setting and Reporting

Selected Governance and National Planning experts will have opportunities for short-term consultancies. They will report directly to the Policy Specialist for Gender Responsive Foreign Policy, who will provide overall technical guidance throughout the consultancy assignment.

Description of Responsibilities / Scope of Work for the Governance and National Planning Specialist

Rostered consultants will deliver a wide range of advisory services to clients, including UN Women Divisions, Regional Offices, Country Offices, the UN Women Training Centre, project teams, and partners as needed. Furthermore, additional reporting lines and working relationships will be clarified at the time of contracting for a specific assignment.

When demand arises in a particular thematic area, pre-selected consultants will provide tailored services. Consequently, the range of tasks for these consultants may include applied research, diagnostic missions, offering strategic and operational advice, conducting training and capacity development activities, developing policy papers, providing on-site support for programs, evaluating programs, and drafting policy documents, among other responsibilities.

Functional Competencies required for the Governance and National Planning job

Governance and National Planning Consultants should demonstrate a strong commitment to UN Women’s mission and vision, along with strategic technical capabilities and solid reporting and writing skills. They must effectively collaborate in teams, build synergies, and establish productive relationships with government counterparts, donors, NGOs, and other development and humanitarian partners.

Additionally, strong interpersonal and communication skills are essential, as is the ability to navigate potential conflicts with resourcefulness, maturity, and tact. Consultants should exemplify integrity by modeling UN Women’s values and ethical standards, while also being sensitive and adaptable to diverse cultures, genders, religions, nationalities, and ages.

Lastly, they should remain open to change, effectively integrate feedback, and fulfill their responsibilities within specified timeframes with minimal supervision. They must also be prepared to handle additional demands at short notice.

Required Qualifications for the Governance and National Planning job

Education and Certification

To qualify for the Governance and National Planning Job, Candidates must possess a master’s degree or equivalent in International Relations, Political Science, Diplomacy, or related fields, with a specialization in one of the thematic areas listed in the call. Alternatively, candidates may qualify with a first-level university degree combined with two additional years of relevant experience.

Experience

Applicants should have at least 7 years of progressively responsible work experience at the national or international level. This experience should include the design, planning, implementation, monitoring, and evaluation of foreign or development policies and projects, especially those focused on gender equality. Additionally, candidates should demonstrate at least 5 years of technical knowledge relevant to their thematic area of interest.

Moreover, candidates must exhibit excellent oral and written communication skills and possess a proven track record of drafting and formulating official reports or papers/studies in their chosen area. A solid understanding of international standards on human rights, women’s rights, and related instruments is essential. Experience in training and facilitation will be considered an asset.

Furthermore, candidates should showcase excellent analytical skills, a strong drive for results, and the ability to work independently.

Languages

Fluency in English is required. Knowledge of French, Spanish, or any other UN official language is an asset.

Contracting Arrangements for the Governance and National Planning job

Successful candidates will join the relevant thematic area of the UN Women Experts and Trainers Roster. However, inclusion in the roster does not guarantee a contract with UN Women; future contracts will depend on specific needs. Each assignment will have a Terms of Reference outlining the expected outputs, and a consultant’s contract will detail the timeframe and deadlines for the position. Additionally, the conditions of individual assignments may be negotiable.

Payments

UN Women will process payments upon confirmation that candidates have satisfactorily delivered the agreed-upon services, as specified in the contract.
