Duties and Responsibilities of the Policy Advisor for Gender

Strategic Leadership, Policy, and Advisory Support

  1. Lead Programme Development and Resource Mobilization
    • Provide expertise and strategic advice to Crisis Bureau thematic teams, the CB gender champions network, Regional Bureaux, and Country Offices, enhancing programming through joint pilots with UN Women.
    • Take the lead on resource mobilization efforts for the Crisis Bureau’s initiatives in the Gender and Crisis space, coordinating with other CB teams to maximize impact.
    • Identify funding opportunities while preparing funding proposals and creating donor briefings to support these initiatives.
    • Strengthen portfolios focused on Governance, Rule of Law, and Peacebuilding; Disaster Risk Reduction and Recovery for Resilience; and Crisis Readiness, Response, and Recovery.
    • Additionally, support UNDP’s efforts to fulfill various commitments outlined in UN Security Council Resolution 1325.
    • Oversee the annual reporting process on Women, Peace, and Security (WPS) to the Secretary General, including contributions to the SG’s 7-point action plan and the Compact on WPS and Humanitarian Action.
    • The Policy Advisor for Gender and Fragility in Crisis will also Lead the documentation of crisis-relevant best practices by contributing to the Annual Report on the implementation of the Gender Equality Strategy and engaging with the UNDP Gender Steering Implementation Committee (GSIC).
    • Moreover, coordinate UNDP’s participation in the Commission on the Status of Women, the Open Debate on UN Security Council Resolution 1325, and other intergovernmental forums and events.
    • Organize Side Events and engage in outreach and advocacy alongside other thematic teams, bureaus, and across the UN system.
    • Finally, support proposal reviews, including those related to the Peacebuilding Fund and UNDP Funding Windows.

Representation and Partnerships

  1. First, represent UNDP in various forums, including the Steering Committee for Women, Peace, and Security (WPS) and the Women’s Peace and Humanitarian Fund.
  2. Next, forge strategic partnerships with bilateral, regional, and multilateral partners, including non-New York networks like the IASC Gender Reference Group in Geneva.
  3. Additionally, strengthen collaboration with UN entities, particularly UN Women, to enhance interagency coordination and the impact of gender-transformative programming.

Facilitate Knowledge Management and Learning

  1. The Policy Advisor for Gender will Regularly contribute to UNDP’s Communities of Practice by co-leading the monthly WPS Coordination Group and engaging with external knowledge networks.
  2. Oversee knowledge management and learning activities on gender and crisis issues, aligning these with the UNDP Knowledge Management Strategy.
  3. Support capacity building and ongoing learning for Country Offices and Regional Bureaux.
  4. Furthermore, ensure the use of gender-related guidance and toolkits for country-level programming in fragile and crisis contexts.

Lead and Manage Team

  1. The Policy Advisor for Gender is also expected to Lead a multidisciplinary team, including a Policy Specialist (P4), while setting clear roles and performance expectations.
  2. Guide staff in implementing the Team’s Annual Work Plan and foster an inclusive, diverse, and harmonious working environment.
  3. Support corporate policies on gender parity and zero tolerance for harassment, while promoting communication among staff.
  4. Finally, perform other necessary duties to ensure the efficient operation of the Office and the Organization.

Required Skills and Experience

  • Education
    Hold an advanced university degree (master’s or equivalent) in Gender Studies, International Development, Social Studies, Economics, Anthropology, or related fields. Alternatively, possess a first-level university degree in these areas, along with two additional years of relevant experience.
  • Experience
    • Bring a minimum of ten years of professional experience (with a master’s degree) or twelve years (with a bachelor’s degree) in leading teams and providing policy and program advice on Gender in crisis situations.
    • Have at least five years of recent experience in crisis, post-conflict, transition, or fragile settings.
    • Demonstrate proven experience in incorporating gender perspectives into emergency preparedness, response, and recovery policies and programs.
    • Represent organizations effectively in multi-stakeholder forums and processes, focusing on developing and strengthening networks.
    • Familiarize yourself with the policies and programs of relevant regional and global organizations, including UNDP and the UN System.
    • Exhibit proven experience in resource mobilization.
    • Communicate excellently, showcasing public speaking and published works as valuable assets.
  • Language Requirement
    Fluency in written and spoken English is essential, while working knowledge of another UN language is a plus.
