Purpose of the Rome Center

The main goal of the Rome Centre is to promote the effective implementation of the strategic partnership. This partnership is between UNDP and the Italian government. It also focuses on the continuous development of this partnership. This collaboration is aimed at sustainable development goals while also enhancing broader partnerships between UNDP and G7 and G20 nations.

Engaging the Italian Ecosystem

Additionally, the Rome Center has a wider mandate to engage with the entire Italian ecosystem. The Center works closely with key stakeholders in the public sector. It also collaborates with those in the private sector to mobilize financial resources effectively for development initiatives. The Center aims to cultivate strategic partnerships. Scope of Work for the Policy Analyst

Policy and Strategic Contributions

First, you will prepare background policy notes, documentation, reports, and conduct research and analysis to provide valuable analytical inputs in the policy domain. Additionally, you will support the strategic priorities of the UNDP Rome Centre, the Italian Ministry of Foreign Affairs and International Cooperation, and the Directorate-General for Development Cooperation. This includes initiatives such as the Mattei Plan for Africa, the G7 Partnership for Global Infrastructure and Investment, and the follow-up on Italian commitments made during the G7.

Moreover, you will contribute to the design and preparation of policy deliverables and initiatives in key areas such as sustainable development, infrastructure, investments, energy, and digital transformation. In this role, you will lead and support activities associated with monitoring Italy’s commitments during its G7 2024 Presidency.

Finally, you will anticipate potential challenges and proactively propose solutions to facilitate informed decision-making, especially regarding sustainable development, infrastructure, investments, digitalization, climate, and energy.

Coordination and Stakeholder Engagement

  • Assist in organizing relevant meetings and outreach activities, while collaborating with UNDP and the Italian Ministry of Foreign Affairs.
  • Work closely with the Directorate-General for Development Cooperation. Additionally, engage with relevant ministries and organizations to align efforts.
  • Facilitate strong coordination with the UNDP Rome Centre. This ensures meaningful contributions to Italy’s cooperation development deliverables.
  • Conduct regular policy strategy meetings with internal and external stakeholders. This approach guarantees coherence across various areas of activity.

Research and Analysis Support

  • Prepare policy documents, work plans, briefing notes, and reports. Additionally, monitor program implementation and present clear options to senior management.
  • Provide research and analysis support to inform policy decisions. Specifically, focus on areas such as sustainable development, energy, and infrastructure.
  • Ensure alignment with UNDP’s broader vision in all analyses and recommendations. This alignment is crucial for effective decision-making.
  • Finally, perform other duties as necessary to enhance the efficient functioning of the Office and the Organization.

Institutional Arrangement

  • The incumbent will be office-based. Additionally, this setting allows for effective collaboration with team members.
  • The incumbent will report to the UNDP Rome Centre Senior Advisor for International Development. This reporting structure ensures clear communication and guidance.

Minimum Education Requirements

Candidates must hold an advanced university degree, such as a Master’s degree or equivalent, in Public Policy, Management, Human Development, or related fields.

Alternatively, candidates with a first-level university degree (Bachelor’s degree) in these areas can qualify if they possess an additional two years of relevant experience.

Minimum Years of Relevant Work Experience for the Policy Analyst Position

Candidates must have at least 2 years of relevant experience with a Master’s degree or 4 years with a Bachelor’s degree. This experience should involve policy advising, policy support, policy development, or project management.
