Job Description for the Programme Assistant
Background:
UN Women champions equality as outlined in the United Nations Charter. The organization focuses on eliminating discrimination against women and girls, empowering women, and achieving gender equality in development, human rights, humanitarian action, and peace and security.
Recognizing that all human development issues involve gender, UN Women prioritizes areas crucial for advancing women’s equality. These include boosting women’s leadership in politics, ending violence against women, enhancing economic empowerment, and integrating Gender Responsive Budgeting (GRB) into national planning. Additionally, UN Women actively promotes gender equality in intergovernmental processes.
In India, UN Women is launching the donor-funded project “Gender Equality Xcelerate: Transformative Pathways towards Gender Justice.” This initiative aims to foster women’s social, economic, and political equality in alignment with the 2030 Agenda. Its main goal is to strengthen women’s leadership while focusing on GRB and addressing violence against women (EVAW). The project will run from 2024 to 2027 in Madhya Pradesh, Maharashtra, Kerala, Odisha, and Bihar.
Intended Outcomes of the Project that the Programme Assistant will be Working on
- Enhance UN Women’s institutional impact on advancing gender equality by employing outcome-driven advocacy strategies.
- Encourage government and non-government stakeholders to prioritize, monitor, and assess Gender Equality and Women’s Empowerment (GEWE) investments at the grassroots level.
- Transform social norms, strengthen response mechanisms, and empower stakeholders to foster a survivor-centric environment through the effective use of the Nirbhaya Funds.
Project Overview
UN Women will implement this program across five states: Bihar, Odisha, Madhya Pradesh, Maharashtra, and Kerala. In this context, UN Women is seeking a Programme Assistant based in New Delhi. This role involves dual reporting to the Country Programme Manager of EVAW and GRB, and it requires a committed assistant to support the effective management, implementation, monitoring, and evaluation of the project.
Description of the Roles and Responsibilities of the Programme Assistant
Provide Administrative and Logistical Support:
- Assist in preparing project work plans, budgets, and proposals for implementation.
- Offer technical guidance to the project team and executing agencies on routine delivery and financial reporting of project activities.
- Prepare documentation for project audits and support the implementation of audit recommendations.
- Identify sources of data, gather information, and compile documents, guidelines, speeches, and position papers.
- Update project files and related documents on SharePoint.
Support Financial Management:
- Create projects in Quantum, prepare budget revisions, and assess unutilized funds for project closure.
- Monitor budget preparation and finances, including finalizing FACE forms and financial reporting.
- Review financial reports and prepare non-PO vouchers for development projects.
- Process payments for team members and consultants.
- Maintain an internal expenditure control system.
- Create requisitions in Quantum for development projects and register goods receipts.
- Assist in preparing and following up on cost-recovery bills in Quantum.
Assist with Project Administration:
The Programme Assistant will also :
- Manage logistical, administrative, and financial arrangements for meetings, workshops, events, and missions.
- Coordinate travel arrangements for the project team, including requisitions and claims.
- Prepare public information materials and briefing packets.
- Assemble briefing materials and create PowerPoint presentations.
- Aid in procurement and logistics for workshops and training programs.
- Consolidate project reports for UN Women’s periodic reporting and assist with uploads in DAMS and RMS.
- Raise GST and troubleshoot administrative bottlenecks.
Support Resource Mobilization:
- Prepare cost-sharing agreements and follow up on contributions from donors for timely fund receipts.
- Organize and process information from donors and the project team for various databases and documents.
Facilitate Knowledge Building and Sharing:
- Support the synthesis of lessons learned and best practices in project management and finance.
- Assist in organizing training sessions for office staff and partners on project operations.
- Analyze pre- and post-training questionnaires and prepare training reports.
Perform Other Tasks:
- Complete any additional tasks assigned by supervisors.

Education Requirements for the Programme Assistant
- Possess at least a Senior Secondary School Certificate.
