Overview of the Department of Safeguards’ Functions

The Department of Safeguards serves as the IAEA’s nuclear inspectorate and plays a crucial role in global efforts to prevent the spread of nuclear weapons. Its primary responsibility is to develop and implement safeguards. These safeguards ensure that no declared nuclear material is diverted from peaceful uses, and they detect any signs of undeclared nuclear material or activities in any State.

In addition, the Department employs skilled nuclear safeguards inspectors. These inspectors conduct thorough inspections and verify relevant information for nuclear facilities in over 180 States. Furthermore, the technical staff contributes significantly to the Department’s mission. They develop effective strategies for implementing safeguards and maintain the necessary equipment. They also provide valuable analytical and laboratory services for sample analysis.

Moreover, the staff gathers and evaluates safeguards-related information while delivering essential information technology services. Finally, they offer support for program coordination, ensuring that all efforts align with the Department’s goals.

Operations Divisions and Verification in Iran

The Operations Divisions and the Office for Verification in Iran carry out and document safeguards verification activities. They analyze and evaluate information to ensure that States meet their nuclear safeguards commitments. These teams implement various measures, such as information analysis and on-site verification, to reach well-founded safeguards conclusions.

Main Purpose

Reporting to the Section Head and guided by SGTS, the Systems Electronic Technician at the Toronto Regional Office (TRO) maintains and ensures the operational readiness of equipment at Canadian nuclear facilities and the portable equipment store at TRO. The technician also provides technical support to nuclear safeguards inspectors and SGTS personnel. Occasionally, they may assist in modifying or developing equipment.

Currently, TRO has five Nuclear Safeguards Inspectors and one Senior Office Administrator, along with the Systems Electronic Technician.

Note: SGOB is one of the three Operations Divisions (SGO). The Division of Technical and Scientific Services (SGTS) supplies state-of-the-art equipment and expertise for departmental activities. SGTS is responsible for procurement, testing, inventory control, performance monitoring, and maintenance of safeguards equipment. They also manage equipment development to meet quality standards, provide documentation and procedures, and offer specialized support to inspectors during field activities and at IAEA headquarters. Additionally, SGTS monitors radiation contamination of returned equipment and ensures timely disposal of obsolete or contaminated items.

Functions / Key Results Expected from the Systems Electronics Technician

Key Responsibilities

  • Calibrate, maintain, and troubleshoot:
    • Portable non-destructive analysis (NDA) equipment
    • Hand-held gamma spectrometers
  • Assemble, install, service, and maintain:
    • IAEA unattended radiation monitoring systems (UMS)
    • Surveillance safeguards systems at nuclear facilities
  • Coordinate directly with counterparts in nuclear facilities:
    • Implement Systems Electronic Technician infield activities
    • Manage scheduling
    • Oversee logistics
    • Identify needed support
  • Ensure effective logistical support by:
    • Managing inventory of resident equipment
    • Conducting procurement
    • Packing and shipping equipment
    • Performing inventory control
    • Writing off equipment
    • Updating related databases
  • Keep accurate records and inventories of:
    • All equipment under responsibility
    • Equipment located in the Toronto Regional Office (TRO)
  • Prepare technical reports and perform administrative tasks related to:
    • Management and oversight of equipment
  • Provide technical support to:
    • Nuclear Safeguards Inspectors
    • SGTS, as needed

The Systems Electronics Technician candidate may work in environments with potential exposure to radioactive materials. As an Occupationally Exposed Worker, they must receive medical clearance from VIC Medical Service. Furthermore, they are required to engage in a radiation and health monitoring program that complies with the IAEA’s Radiation Safety Regulations.

Qualifications, Experience, and Language Skills

  • Completed secondary education; a college diploma in electronics is an asset.
  • At least seven years of relevant experience in electronics.
  • Demonstrated ability to set up, test, troubleshoot, and install electronic systems, including process monitoring and control sensors.
  • Experience with electrical instrumentation and network-based systems is preferred.
  • Some familiarity with nuclear facilities and international safeguards activities is advantageous.
  • Must be physically fit to work under challenging conditions and lift reasonable loads (20-25 kg).
  • Excellent command of English, both oral and written; knowledge of other IAEA official languages (Arabic, Chinese, French, Russian, Spanish) is beneficial.
  • Testing to IAEA standards may be part of the recruitment process.

Remuneration

The IAEA offers an attractive remuneration package, including a tax-free annual net base salary starting at CAD 61,921 (subject to mandatory deductions for pension contributions and health insurance).
