The EVAWG Country Coordinator Job Description

Background:

UN Women is committed to the vision of equality outlined in the United Nations Charter. The UN Women Pacific Multi-Country Office (MCO), located in Suva, Fiji, collaborates with nineteen other UN agencies across fourteen countries, including the Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of the Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, and Vanuatu.

Program Focus Areas that the EVAWG Country Coordinator will be focusing on

Under its Strategic Note for 2018-2022, UN Women Fiji MCO emphasizes four interconnected program areas. Each area is supported by intergovernmental and normative processes:

  1. Women’s Political Empowerment and Leadership: This program enhances women’s participation and influence in political decision-making.
  2. Women’s Economic Empowerment: UN Women creates opportunities for women to achieve economic independence and security.
  3. Ending Violence Against Women: The organization implements initiatives that combat violence against women, promoting safety and justice.
  4. Gender and Protection in Humanitarian Action and Disaster Risk Reduction: This program prioritizes gender considerations in humanitarian efforts. It ensures the protection of vulnerable populations during disasters.

Ending Violence Against Women and Girls

Violence Against Women and Girls (VAWG) hinders gender equality. It also violates human rights in the Pacific. To address this, UN Women has launched a comprehensive program to eliminate VAWG. This program focuses on prevention and response at various levels. Furthermore, it ensures that survivors access quality services.

The strategy recognizes the unique context of the Pacific. It promotes an integrated approach to tackling VAWG. A key initiative, the Pacific Partnership to End Violence Against Women and Girls, unites various stakeholders. Together, they aim to change harmful norms and support gender equality.

The partnership is now in Phase 2 (2023–2027). This phase receives funding from Australia, the EU, and UN Women. Notably, Vanuatu is one of the priority countries in this program.

Vanuatu demonstrates strong political will to combat VAWG. The National Gender Equality Policy 2020–2030 enhances well-being for all individuals. Additionally, the Family Protection Act (2008) provides legal safeguards for victims.

The EVAWG Country Coordinator will engage with local leaders. They will also collaborate with civil society and UN entities. This role is essential for effectively implementing the UN Women EVAWG program.

Key Functions and Accountabilities

Lead the planning, coordination, and execution of the UN Women EVAWG Programme in Vanuatu, as part of the Pacific Partnership programme:

  • Direct and sustain working-level coordination mechanisms with government and civil society partners to ensure effective implementation of EVAWG activities.
  • Collaborate closely with all stakeholders involved in various Pacific Partnership programme activities and relevant initiatives addressing VAWG in Vanuatu.
  • Ensure clear, consistent, and transparent communication among all partners and stakeholders while supporting the establishment of participatory governance and decision-making practices at the national level.
  • Organize and facilitate partner meetings in close collaboration with government and other stakeholders.
  • Assist partners in developing work plans, budgets, and results frameworks that align with Global and Regional EVAWG Guidelines and national EVAWG priorities.
  • Drive programme outcomes by leading a coordinated approach to primary prevention and service delivery, thereby ensuring synergies between different results.
  • Support partners and facilitate emergency preparedness and response initiatives to address VAWG.
  • Aid in managing financial resources to achieve results that align with the outputs and activities outlined in the Phase II programme document.
  • Oversee the delivery of results using best practices, ensuring effective resource allocation and planning.
  • Cultivate a high-performance environment among all partners to meet the benchmarks established in the Programme.
  • Provide technical assistance, training, and capacity development as needed, in coordination with the EVAW team in Fiji.
  • Facilitate in-country logistics for training sessions and workshops.
  • Finally, assist in resolving disputes and troubleshooting obstacles to ensure timely implementation.

Oversee the coordination and delivery of results-based monitoring and evaluation for EVAWG programming

The EVAWG Country Coordinator must:

  • Collaborate with partners and the M&R Specialist to execute the EVAWG monitoring plan.
  • Promote transparency in the M&E process by sharing information with partners and relevant stakeholders.
  • Ensure compliance of all activities with donor requirements.
  • Establish systems that encourage both downward and upward accountability.
  • Contribute to the development of substantive technical reports, including narrative progress reports and other essential program documents.
  • Participate in field missions and compile detailed reports on monitoring activities.
  • Monitor, analyze, and evaluate both substantive and financial reports from partners, offering regular support to address challenges and ensure timely, high-quality delivery.

Facilitation, Dissemination, and Generation of Knowledge on Efforts to Prevent and Respond to VAWG in Vanuatu

  • Assist partners in identifying effective practices and lessons learned, while documenting this knowledge for future reference.
  • Support the team’s analytical efforts and ensure the production of high-quality knowledge products.
  • Enhance the substantive quality of all knowledge products, reports, and services, ensuring they integrate seamlessly with other practice areas.
  • Contribute to the development of reports and publications and actively participate as a peer reviewer.
  • Establish connections with other initiatives to identify effective practices and share key lessons learned.

Strategic Partnerships Building and Resource Mobilization Support

  • The EVAWG Country Coordinator candidate will collaborate with the EVAW Unit and the UN Women Fiji Multi-Country Office to implement partnership and resource mobilization strategies aimed at achieving program outcomes in the country.
  • Additionally, they will build and coordinate partnerships with relevant UN agencies, government institutions, bilateral and multilateral donors, the private sector, and civil society to advance EVAW initiatives.
  • Furthermore, the candidate should be prepared to take on additional responsibilities within the functional profile as needed to ensure the Office and the Organization operate efficiently.

Recruitment Qualifications for the EVAWG Country Coordinator

Education and Certification:

  • Hold a Master’s Degree (or equivalent) in a development-related discipline, such as gender studies, public policy, social work, or another social science field.
  • Alternatively, a first-level University Degree (Bachelor’s Degree) combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • A project/program management certification (such as PMP®, PRINCE2®, or MSP®) is considered an advantage.

Experience expected from the EVAWG Country Coordinator Candidate

  • Have a minimum of five (5) years (with a Master’s Degree) or seven (7) years (with a Bachelor’s Degree) of progressively responsible experience at the national or international level, managing complex, multi-component program interventions with national partners, preferably in the thematic area.
  • Gain experience in coordinating, implementing, monitoring, and evaluating development programs and projects.
  • Previous work experience within the UN system is a valuable asset.
  • Demonstrate proficiency in using computers and office software packages (MS Word, Excel, etc.), as well as experience with web-based management systems.
  • Familiarity with a modern web-based ERP System, particularly Oracle Cloud, is desirable.

Added Requirements

  • Exhibit strong knowledge of issues related to violence against women, women’s empowerment, and gender equality.
  • Accumulate at least five years of direct experience addressing violence against women through service delivery, advocacy, policy development, research, or a combination of these approaches.
  • Showcase excellent communication skills, including written and oral proficiency, along with strong interpersonal and liaison abilities.
  • Demonstrate outstanding training and facilitation skills.
  • Be resourceful and capable of solving complex problems effectively.
  • Stay organized and manage complex programs or projects efficiently.
  • Show the ability to work independently as well as collaboratively within a team when necessary.
  • Have familiarity with Pacific countries and cultures, especially Vanuatu.

Languages

  • Fluency in both written and spoken English is required.
